Ranting Youth a Plague on the Subway? - By arresting people for loudly cursing into cell phones, D.C. Metro police aren't doing much to curb their national reputation for being "itchy to lock up riders." Then again, you might be edgy to the point of zero tolerance yourself if you were constantly on guard for terrorists, anarchist-protestors and other disaster threats.
