California's New Orleans?

Ben, did you realize that Sacramento now faces the highest risk of devastating floods of any major city in the nation? Yep. According to the LATimes, much of your prodigiously expanding metro area of 2 million lies in a flood plain protected only by "miles of levees, many of dubious reliability." In fact, your own house is rated "high risk" by this FEMA calculator. If California needs to beef up its readiness planning, I hear Brownie is available to consult for a reasonable fee. (Meantime, you might want to check with an insurance agent.)
