DC to Remain DOMA-Free, For Now - For a variety of complicated reasons, the WaPo reports, it looks like the annual congressional appropriation for the District will not include a law banning gay marriage here. A conservative lawmaker from Hampton Roads, VA has submitted HR4773 to that effect, and there was concern it would be grafted onto the spending measure as an amendment. Tom Delay, who seems to control such things, decided against such a strategy, prefering instead to focus on a bill removing the federal DOMA from judicial review and of course "round two" on the FMA, which may come up for a vote in the House in September.
